Reduce Court Fees in closed traffic case in Ohio?

Ok, my boyfriend/unborn child's father messed up about 3 years ago he drove his neighbor's car under the influence and wrecked and now owes over $3000 in court costs. His license is suspended because of this, he can't even get plates on a car thats in his name. With a baby due in less than 2 months there is no way we can afford to pay all that so he can get his license so I was wondering if there if a motion or anything that we can file with the court to reduce that amount?
