Anyone found the rspca and social services useless?

I have reported 2 separate cases to the rspca, with the promise of a call back which i did not get. I also know that these animals are still being mis-treated. I have also rang the social with a concern about a 1 year old child whose health is being damaged by his mother smoking cigarettes and MARIJUANA around him as well as being pregnant for a second time and harming her unborn child. I know she is still smoking marijuana around her 1 year old and throughout her pregnancy as well as cigarettes. I was also promised a call back which i have not had. Surely this is not acceptable?!
